The Plan

The 2009-2011 FNWSU Technology plan describes the goals and processes to transform our schools, classrooms and community into the 21st century learning environment our students need to be successful. We have created four detailed goals, each supported by action steps organized into four strands. 

 

Student Centered Learning – Students will be active, engaged, creative learners who will choose the paths of their own learning, guided by their teachers and supported by technology

Leadership – School leaders – principals, teachers and administrators – will provide an environment in which this active student learning can flourish. Students will become leaders of their own education.

Flexible Learning Environment – Through the use of technology, teaching and learning will happen in new ways, both inside the classroom during the school day and without any constraints of time or place.

Engaged Community Partners – 21st century schools will be communities – communities of students working together, sharing, cooperating and creating; communities of educators collaborating and connecting; and communities of parents and the public learning about and sharing in the education of our children. All of these communities will be supported and connected by technology.

Access to Resources – Students and teachers need a variety of technology resources to be active learners, including computers, internet access, digital tools, such as still and video cameras, appropriate software and online site access, and a robust infrastructure and network to support these tools.

Professional Development – Teachers are learners too. High quality, ongoing professional development to prepare them to guide student learning in the 21st century is essential.  It will be delivered in new and flexible ways.  Our teachers will learn the same way our students do, by using technology to choose the best learning path and pace for them.

21st Century Teaching and Learning – Teaching and learning will be an exciting and active endeavor.  Students will discover and create their own learning by actively engaging in projects, problem solving and inquiry, supported by a variety of technology tools and guided by knowledgeable teachers.

Curriculum, Instruction, and Assessment – Curriculum will guide and support many new ways of learning.  Instruction will empower individual learners whenever and wherever it can happen, supported by technology. Assessment will be active, ongoing, meaningful and connected to the real world.

Access to Resources: FNWSU will provide teachers, classrooms and students with access to multimedia equipment, computers and wireless network to support student-centered learning. This will include laptops, projection systems and other technology tools for classroom use. Students will be able to use technology to collaborate, create, collect, connect and communicate when and where they need it.

FNWSU schools will add resources to classrooms, for teachers and students to create a technology rich learning environment.  Every teacher will have a laptop. Every classroom will have a projector and document camera when needed and eventually all classrooms with have a complete setup of their own technology teaching and learning tools.  Students will be provided with the technology they need to guide and be successful at their own learning.  This includes laptops, netbooks and other devices to access information and other 21st century resources.  Enough student equipment will be added so that students can access it up to 50% of their classroom time. One netbook or computing device for every 2 students

Administrators will support resource acquisition, teachers and teacher leaders will integrate available technology for students to use effectively.  Tech coordinators will support its use and make it all work

Funding: resources for student-centered learning projects. ARRA money will be used to pilot netbooks for student use and to supplement classroom teaching resources.   21st century equipped classroom cost - laptop, projector, doc camera is $1800.  Netbook cost – lab cart of 12 - $5000.  Infrastructure to support the additional wireless costs out to $10 per student with a minimum of $2000 per school. (Aerohive system)

Teachers will participate in available courses, workshops, and TLCP Level II that will train them in the use of technology and technological tools, which will be provided supported by administrators.  Teachers will especially be encouraged to participate in PD opportunities which add resources to their teaching areas.

Professional Development: FNWSU will provide time, training, and expanded professional development opportunities for staff to learn and teach the 21st century skills including the use of web 2.0 tools.  Professional development for teaching 21st century skills and techniques will happen in multiple settings including: independent learning, course work, inservices, attendance at local, state and national conferences.

Teachers will attend available professional development opportunities that will give them the knowledge to integrate technology and student-centered learning into the existing curricula.   Groups of teachers will use common planning time (provided by administrators) to plan instructional units based on student-centered learning and 21st Century Skills. Tech support staff will attend conferences with a SCL component

Funding: professional development, including subs/half-day releases/inservies for common planning times enabling teachers to create student-centered learning opportunities.  Purchase My Learning Plan Program to track teachers' professional development. Teachers will be encouraged to use contractual funds for technology PD.  ARRA funds will provide some PD for Y1 and Y2

Teachers will participate in courses, workshops, professional learning communities, and other pertinent training that will allow them to plan for student-centered learning and increase their knowledge of 21st century skills; professional development opportunities will be provided and supported by administrators

Teachers will provide evidence of professional development on 21st Century Learning each year using My Learning Plan.


 

21st Century Teaching and Learning: FNWSU will create 21st Century learning environments through student-directed learning and project-based units with an emphasis on problem-solving and critical thinking skills.  Students will be gain responsibility for creating their own learning through self-directed projects, using technology, in all curricular areas.

Teachers will create student-centered learning units based on 21st century skills and student choice.  These instructional units will integrate all areas of the curriculum including technology. Problem solving and critical thinking skills will be major components of these units and will include authentic assessments. Sheldon will support 21CTL with an new computer lab model enabling more active learning. SWA will update our acceptable use policy to address web 2.0 issues. SWA will create connected units that include technology and differentiation. HIG - School-wide Global Project Initiative to incorporate 21st century skills in content areas through PBL. Project will change and evolve annually. Global collaboration to be encouraged. SHL - The computer lab will become a mobile technology station with the ability to take technology where ever it needs to go.

FNW - all staff participating in SCL PBL will continue to gain skills in methods and strategies

HIG - Entire school community involvement. Specialists hired for Enrichment Activities to broaden the PBL. SHL - Tech Integration Specialist

Classroom budgets will include funds for supplies needed for the student-directed projects. Infrastructure support will include upgraded wireless networking in all schools to support additional devices.

Curriculum, Instruction and Assessment: FNWSU will promote, encourage, and support student-centered learning through integration of technology, differentiation, and performance-based assessment.  Teachers will use a variety of tools, classroom resources, and collaborative teaching and learning to support student-centered learning.

Teachers will use differentiation when building student-centered learning projects. The projects will include formative, summative, and performance-based assessments. Students will develop collaboration and communication skills; they will read, think critically, write, and discuss as they conduct research. Project time will be built into weekly schedules and resources and technology will be available when needed. HIG - Site to be setup to collaborate with Global Partners. SWA will update our acceptable use policy to address web 2.0 issues

Administrators and tech coordinators will support 21CTL with time and technology. Tech leaders, teacher leaders, teachers, & students will design, implement and learn though 21CTL. HIG- School community to use Collaborative site.

Classroom budgets will need to allow funds for classroom supplies needed for the student-directed projects.

Teachers will learn to differentiate instruction and utilize performance-based assessments, in conjunction with formative and summative assessments. Tech support staff will become knowledgeable in the use of technology in 21CTL. HIG - In-service and Staff Meeting time will be needed for staff to become proficient with the Web 2.0 tools.

Classrooms will be 21st century teaching and learning centers with resources and technology in use on an continuous basis to support active student learning including teaching laptops, projectors, document cameras, interactive whiteboards.  Students will use netbooks and online software and sites throughout the day.  Students will use digital tools such as cameras and multimedia tools to enhance their work.

 

 

Professional Development:

Teachers will have a strong working knowledge of the 21st century skills and an understanding of how to apply them in a student centered learning environment through a variety of engaging opportunities, both collaboratively and individually self-paced. They will be comfortable teaching with technology in that environment. 

 

21st Century Teaching and Learning:

Students will be engaged, enthusiastic, self-directed learners who use thinking skills supported by technology to collaborate, communicate and problem solve in a guided open learning environment. Technology will be an integrated part of learning, exploring and doing.

Access to Resources: FNWSU leaders will support this goal by allocating local funding and promoting additional sources of funding to ensure teachers and students have access to technology when and where they need it.  This includes a laptop and 21st century teaching tools for every teacher and flexible, shared access to computers and other technology for students for at least 50% of their classroom day.

Provide a laptop for every teacher for planning, instructing and assessing.  Administrators will support flexible opportunities for students to access technology outside of scheduled lab times such as:  mobile netbook labs and other tech tools. Sheldon will model a flexible computer lab environment.  Evaluate what resources are needed including tech support and technology integration teaching support

Professional Development: FNWSU leaders will place high value on teaching and learning with technology by ensuring time, funding, and other resources for 21st century skills professional development.  Leaders will use technology in the administration of their schools and model its use as an efficient and effective way to teach and learn.

Leaders will require all Professional Staff will complete TLCP program, demonstrating basic tech skills and support progressing to the enhanced TCLP 21st Century Skills.  Tech director and tech coordinators will develop and support a second tier of the TLCP program updated with the 21st century skills and based on the new ISTE standards for student, teachers and administrators. SWA PD is built using flexible learning environments and choice (model on Swanton's Technology Roundtables) SWA Full-staff meetings, time. SWA relevant topics based upon emerging tech topics/skills etc.

Superintendent, Building administrators, Curriculum director, Technology Coordinators will provide time and funding for Teacher/department leaders and staff to participate in the TLCP programs and other technology rich professional development. HIG- To become familiar with the 2009 ISTE NETS-A and incorporate a working model.

Time for tech leaders to plan TLCP II.  Time for teachers to practice, learn and become comfortable using technology in 21st teaching environment. Funds to attend Vermont technology conferences: VtFest - $400, Dynamic Landscapes, $200

Tech coordinators will provide professional development and/or resources for self-directed learning. HIG- Time at monthly staff meetings. HIG- Encouraging Teacher Participation at Workshops, Conferences and Courses along with support for Teachers teaching the FNWSU Curricula.

By the end of Y3 all administrators and teachers will complete all components of the TLCP program.

21st Century Teaching and Learning: FNWSU leaders will see support in every way possible the transformation of their classrooms into 21st century teaching and learning environments. Leaders will provide time to plan and implement new learning with emerging technology. Leaders will create flexible scheduling and flexible spaces rich in resources and technology

Administrators will build schedules that encourage and allow teachers to implement student-centered learning and 21st century learning opportunities such as collaboration and projects.  Administrators will support 21st Century Learning opportunities by providing the necessary resources including technology. HIG- Administration Team will collaborate with colleagues using Web 2.0 tools. Online Newsletters from Teachers and Administration. MVU leaders will support the creation of an online course with that expectation that it is the first of many.

Curriculum, Instruction and Assessment: FNWSU leaders will be the guiding forces in moving our curriculum, instruction and assessment into the 21st century. They will ensure that curriculum has integrated technology and 21st century learning skills; that instruction is well-monitored and changes are guided by data; that assessment is authentic, meaningful and performance-based and includes technology.

FNWSU administrators, curriculum and content leaders will coordinate curriculum development, differentiated instruction and  authentic assessment into 21st century teaching and learning. Technology standards will be included in this process. Progress toward achieving the technology standards will be reported using data tools such as Vermont Curriculum and Assessment Tool ( VCAT), Web2School and Power School.  HIG- Highlighting staff and student work along with current technology topics, trends, and resources. MVU will support the use and expansion of common local assessments

Through the efforts of administrators, school boards and other stakeholders, all teachers and all students will use technology on a continuous basis to support teaching and learning in every classroom. While some resources may still be shared, administrators will ensure that there will enough access to them when and where they are needed

Professional Development:

High expectations for 21st century technology skills will be supported by a variety of opportunities, in person and online, for teachers to learn how to improve their teaching and student learning using technology. Educational leaders and administrators will provide time and opportunity for this to happen and will demonstrate support by participating in them. Administrators will know and model the NETS-A technology standards

 

21st Century Teaching and Learning:

FNWSU leaders will see evidence of students collaborating, communicating, collecting their own information, choosing paths of their own learning, sharing their learning locally and globally, and learning through problem solving and project work using technology. Policies and procedures will be written and put in place to support 21st century learning

Access to Resources: FNWSU will provide timely access to a variety of online tools, activities, and opportunities to allow students to learn beyond the normal school day and outside the regular classroom setting.  These opportunities will allow students to collaborate with their teachers, peers, and their learning network wherever and however they can connect to the internet, including with their own devices such as mobile phones and ipods. FNWSU is aware of the current digital inequities and will work to support access to technology for all students.

Develop policy for use of mobile devices in our educational settings (address equity issues). Technology access will support and encourage student owned devices. Resolve bandwidth and other infrastructure issues that impede implementation of flexible learning environments.  Increase number of mobile labs, smartboards, and document/LCD projectors for increased capacity and flexibility.  Add a robust manageable wireless system (Aerohive) starting at MVU and expanding to all schools and the central office.  Begin building and implementing an powerful online learning site using moodle to allow online courses for students and teachers to be offered.  Supplement Moodle with other online sites such as Edmodo and Classcentral. As changes occur in the MVU scheduling process, allow for flexible scheduling for distance learning during school hours, particularly utilizing the LNV system. SWA will explore supporting access for students and increase opportunities to engage in flexible-learning through a netbook or mobile l

School boards, building administrators will adopt policy and procedure changes, consultant for infrastructure needs, technology coordinators will create and maintain online learning sites, technology leaders and early adopters will begin using these online systems to teach and learn

Cost of upgrading bandwidth especially at MVU. ($3000-8000)  Cost of hardware and software to assure access for all students to these systems. (cost varies by school but the initial need will be at mvu where content specific courses will be migrated online) Manageable wireless system to allow for the influx of student owned devices (see SCL)

PD will initially be in support of building the Moodle site. Additional time and opportunities will be needed to support teachers as they begin moving some learning online. (cost is mainly time and building local capacity in the tech staff)

Y1:  Assess infrastructure problems and propose plan for resolution of problems.  Create online learning sites and begin use Y2:  expand implementation of online learning and access.  Y3:  Continue and fine-tune implementation of plan, and assess future needs for growth.

Professional Development: FNWSU will provide exceptional, timely, ongoing professional development so that teachers and administrators can not only support flexible and anywhere anytime learning, but encourage and promote it.  Professional development support will include inservice time, attending conferences and participating in course work in 21st century teaching and learning environments including online, self-paced and self-directed learning

Research successful models of FLEs including site visits and professional follow-up dialogue, and create on-going relationships.  Identify common elements of successful FLEs and adopt those elements throughout FNSWU.  Transition current data collection system of professional development into updated electronic version (My Learning Plan). Participate in Franklin county course offerings focused on 21st century learning, web 2.0, multimedia and Google.  use Moodle or other online venue to build professional learning resources in conjunction with the TLCP level II program

21st Century Teaching and Learning: FNWSU will use a variety of tools and techniques to create flexible, expanded, multimedia learning environments for all students to become fluent in the 21st century skills. Lessons, resources, and student work will be moved online and become accessible anytime.  This will promote communication, collaboration, and student driven learning. Physical spaces, will become less relevant in the learning process and be replaced by learning spaces, both real and virtual

Teams of teachers and administrators evaluate and redesign current structures of schedules, space, and time within schools to allow FLEs and PBL to occur.  Encourage teachers to develop FLEs based upon new structures.  Following implementation, teachers share outcomes. technology will support these steps by being portable, accessible and available.  More learning will move online using Moodle, Google, and other web 2.0 tools for the education domain and other online tools. SHL - The computer lab will become a mobile technology station with the ability to take technology where ever it needs to go.

Building administrators will support changes and promote flexibility, technology coordinators will support the needed technology including laptops, netbooks, Google, Moodle, and other online resources.  connectivity 21, technology leaders, teachers, and partner schools will transform teaching and learning

Teachers will provide learning goals and work with students to choose the path of their learning.  Students and teachers create self-directed learning plans to guide learning and outline expectations, project outcomes and assessment tools.  A variety of technology tools and resources will be integrated in support of learning goals, including portable devices, student owned devices and online learning resources

FNWSU and Building administrators will support flexibility with time and spaces, technology coordinators will support the use of student devices, connectivity 21, technology leaders, teachers, and students will be enthusiastic participants in learning wherever and whenever it takes place

Student learning will take place in the most effective, efficient environment and timely manner possible, including inside school during the school day and beyond the traditional school day online and in electronic form using school-owned and student-owned devices. All schools will have robust networks to support ongoing learning with a variety of technology devices

Professional Development:

Teachers will become comfortable teaching in multiple environments in electronic form through ongoing training, and technical support. They will participate in self-paced online learning and collaborate with their peers.  Students will help their teachers and each other to learn how to learn using technology.

21st Century Teaching and Learning:

Teachers and students will be comfortable conversing, sharing, collaborating and communicating in a variety on places, both real and virtual using the best tools for the purpose, either electronic or traditional technology. This flexibility will make teaching and learning more engaging than it's ever been for both teachers and learners. Policies and procedures will be written and put in place to support flexible learning environments

Curriculum, Instruction and Assessment

Curriculum will support online and hybrid courses.  Teachers will be comfortable using a variety of instructional technology tools, including audio and video files, online resources, online learning environments such as Moodle, and interactive participatory Web 2.0 tools.

Access to Resources: FNWSU will provide the resources and use a variety of tools to connect to our local community and to teaching and learning communities both local and global.  These tools will include student, parent and teacher accessible student information systems, online learning systems, and online learning environments such as Google and the Google site - fnwsu.org.  Students will become outstanding members of local and global communities.

Teachers will use online learning systems, such as Moodle, Google sites, Edmodo, etc., to deliver part of their curriculum.  Students and community members (local and global) provide feedback on work posted. student information system parent and student access portals will be completed and provide access to timely information.  all fnwsu schools will improve the information available on their school websites as a means to connect to the community

Administrators will use online resources and email to promote their schools and connect them to their communities, teachers will use the online systems to keep student information up to date for parents and students, students and parents will access the available information and be better informed about their school and their students, tech coordinators will support these systems, community members will enjoy and take pride in the achievement occurring at their schools

Time and funds for professional development for planning and on-going use of online material to keep parents and the community informed.

Professional Development: FNWSU will provide all of our learning community - students, parents, teachers, and the local community - with instruction and help in how to access these community resources.  Teachers need training to use online information systems, and teaching and learning tools.  Students, parents and the community need encouragement and help to use the services and access the information available to them.

Teachers and students provide workshops and tutorials for parents to access student information systems (Web2school, Powerschool). Teachers will participate in the information systems and include student grades and assignments and timely communication.   

Administrators and teachers will provide the information. Students and parents will participate and access the programs

Time and funding ,if necessary, for professional development and sharing access training with parents and students.

21st Century Teaching and Learning: FNWSU will promote and support teachers at all grade levels with time and resources to enable them to teach in the 21st century contexts such as project based and student centered learning.  This teaching and learning will have strong community components, local, national and global.  Students will become life-long, continuous learners and participatory global citizens

Teachers and administrators will participate in a professional learning community that uses a model of 21st century teaching and learning as its context, such as Google groups, online forums, wikis, blogs, etc.  The purpose of the PLC will be to deepen understanding of the components of 21st century teaching and learning - inquiry, project-based learning - and support each other in its implementation. Teachers will create a participatory culture through which students will connect and contribute to a variety of communities

Administrators will lead their schools in building connected 21st century communities, teachers will focus learning in a sense of community and global awareness, tech coordinators will support the systems through which everyone will connect, technology teacher leaders will adopt communication and collaboration to connect students to learning and the world

Time during the school day to set up and explain the 21CTL professional learning community. Time to communicate and involve students and parents in the community

Professional development on the concepts of 21st century teaching and learning (inquiry, differentiation, project-based learning, etc.)  Professional development on how to build, foster, and maintain a professional learning community.

Y1:  Professional development on PLCs.  Y2:  Establish PLCs and engage in professional development on the components of 21 CTL.  Y3:  21 CTL PLCs are up and running.

Curriculum, Instruction and Assessment: FNWSU curriculum will include connections and collaborations to local, state and global communities. Teachers will identify and build connections and collaborations to local, state, and global communities in their planning and learning opportunities.  Teachers, administrators, and tech coordinators will allow access to appropriate online resources such as Youtube, Teachertube, etc. Connected units will provide opportunities for collaboration, expanded perspectives in learning and connections to resources and experts.  Project-based and problem-based learning will connect students to the real world

Administrators will support change in curriculum and instruction, teachers will implement 21CTL to connect students many communities, tech coordinators will support online learning, collaboration tools and communication, technology teacher leaders will lead their peers in using emerging technology to connect learning to the world

Improved bandwidth and wireless access to support online opportunities.  Funding for courses and instructors, as needed.  Time to develop connected curriculum

Professional development time and instruction to find, access, and utilize online resources to connect student learning with the world.  FNWSU will provide access to and funding for technology tools and resources, workshops and/or courses.

Groups will use the detailed action steps from the plan and the indicators for success as measures against formal and informal observations, and applicable data from sources described in the plan to evaluate progress in each of the 4 strands for each of the 4 goals
